Azerbaijan’s president signs order allocating $2 million in humanitarian aid to Ukraine

Azerbaijani President Ilham Aliyev has signed a decree allocating US $2 million from his 2025 Presidential Reserve Fund to provide humanitarian aid to Ukraine. The funds are earmarked for the purchase and delivery of Azerbaijani-manufactured electrical equipment and will be executed by the Ministry of Energy, with financing overseen by the Ministry of Finance and logistical support coordinated by the Cabinet of Ministers.

The decree underscores Baku’s longstanding humanitarian commitment, grounded in principles of humanism and anchored in a series of bilateral agreements among them, the 2000 Treaty on Friendship, the 2008 Declaration on Strategic Partnership, and the 2022 Joint Declaration, reinforcing close ties with Kyiv.

This development unfolds against the backdrop of a troubling uptick in Russian attacks on Ukrainian energy infrastructure linked to Azerbaijan. Notably, a SOCAR oil depot in Odesa Oblast was struck by drones, and a compressor station on a critical pipeline bringing Azerbaijani gas into Ukraine was targeted, raising concerns about energy security and cross-border cooperation.

In addition to this new aid package, Azerbaijan has previously allocated US $1 million for similar purposes earlier this year. Cumulatively, Baku’s humanitarian contributions including financial aid, energy infrastructure support, and equipment deliveries have surpassed US $40 million as of mid-2025.

Ukraine’s parliament has formally thanked Azerbaijan for its ongoing assistance. Deputy Speaker Olena Kondratiuk expressed gratitude publicly, stating, _“We are grateful to Azerbaijan for continuous humanitarian support of Ukraine.”
